THEORETICAL ASPECTS OF THE MAJORITARIAN ELECTORAL SYSTEM

Abstract

Article researched and analyzed issues related to the concept of «electoral system», the majoritarian electoral system, which is the oldest among electoral systems. It is noted that depending on how the majority of votes required for the election of the candidate, are distinguished: the majoritarian system of absolute majority; the majority system of relative majority; a majority system of qualified majority.
The urgent issues associated with the practical problems that affect the effectiveness of the majoritarian electoral system. The focus is on positive and negative traits of the majority system of absolute majority; the majority system of relative majority; majority system of qualified majority. Theoretical principles dopolnyayutsya practical examples.
In the article it is drawn the conclusion that by optimization of an electoral system of parliamentary and local elections in Ukraine it is necessary to proceed not from the interests of the political force dominating at present, but from tasks which are set for an electoral system.
