THE GLOBAL MARITIME INDUSTRY TRENDS AND RENEWAL OF THE MARITIME DOCTRINE OF UKRAINE

Abstract

The article outlines and classifies the main directions of the modern development of the maritime industry and port activities. Three main groups have been marked out of such directions. The first concerns the ecologically-fuel initiatives covering the updated environmental policy and strategy, in particular decarbonization, development and use of alternative types of fuel, development of renewable energy. The second is devoted to the information and communication innovations, including automation and digitalization, cybersecurity, development of maritime logistics and supply chains using technical and software innovations. The third includes management and optimization projects that provide for integrated management of coastal territories and areas of water, taking into account not only standard socio-economic, security and political factors, but also the cultural, educational, ecological and scientific components; the rational use of water resources and formation of an effective institutional system of both the domestic level of management and supranational cooperation and consent of joint measures. It has been noted that these directions do not exist separately, but interact at different levels using classical sets of management tools and coordination. Their integrated application creates a modernization environment for the formation of innovative areas of cooperation, technical developments and general direction to maintain ecological balance. It has been emphasized that the Maritime Doctrine of Ukraine for the period until 2035 provides for a number of norms aimed at introducing these groups of innovations, but without taking into account aspects that have gained rapid development since the beginning of the 2020s and have not objectively received due attention in it. The amendments have been proposed to the Maritime Doctrine, which will establish interaction between a port and a city, stimulation the development of alternative energy, security management and wider use of information technologies, as well as recognition of seafarers and coastal port personnel as key workers.
